[XB] Change Attachment Name - Allow to users with permission change attachment file names

Features:

• Renaming of uploaded attachments
• Renaming uploaded attachments from ACP (Attachment browser)
• Attachment extension cannot be changed
• AJAX updating attachment data on page after changing file name
