[XB] Poll Vote Access 1.0.1 Patch Level 1

Control who can vote in individual XenForo polls using per-poll whitelists and blacklists.

Poll authors and moderators with permission to edit a poll can allow everyone to vote, restrict voting to selected users, or exclude specific users.
