Adds an ACP tool for bulk deletion of unused or unnecessary attachments.

Automatic BB-Code Cleanup: Automatically removes ATTACHMENT BB-code tags from messages for supported content types when their attachments are deleted.
CLI Support: Run cleanup operations from the command line for automation or large-scale maintenance.
